I haven't seen this anime since August of 2002, though I remember not being impressed with it.
Twilight of the Cockroaches is one of those anime titles from the late 80's and early 90's that's been largely forgotten in North America in recent years due to the fact that it still hasn't seen a re-issue on DVD, blu-ray, or video on demand.
While this anime wasn't terrible, it was pretty hum-drum because in order to get engrossed into the storyline, you have to sympathize with the animated cockroaches juxtaposed against the live-action setting. Now I don't know if it's just me being too cynical and not letting "suspension of disbelief" overtake me, but I can't possibly get emotionally attached to a breed of extremely vile insects, no matter how much these particular cockroaches have more "human" elements to their anatomy. It also didn't help that some of the sound effects were kind of absurd (such as the woman making obnoxiously loud gargling noises in one scene) and some scenes were flat out absurd (such as one scene involving a talking pile of excrement).
Though as unremarkable and unfulfilling this anime is, I'd still take this anyday over so much of the rancid slop that's getting so much praise today (such as High School of the Dead and Elfen Lied).
