Yes, anyone can compliment or comment on a review, list or quick tip, even if they are not a member of the Community. 

To compliment a review, click on the thumbs up buttons for "Helpful", "Thought Provoking", "Fun to Read" and "Well Organized".  To comment, simply type your comment into the box underneath the compliments and click on "Post".

Hey @Fazollo, to compliment simply means to rate a review or list.  We use "compliment" and "rate" interchangeably, so compliment/rate away!  My apologies if that's confusing.  I'll edit that to make it more clear.  Thanks for flagging this! :)
