This is simply a movie made to try and capitalize on the super-hero wave inspired by Tim Burton’s “Batman” in 1989. This was an honest effort to take “winghead” to the big screen but at the end of it all, it never reached achieved widespread release save for a few countries in Asia. I wanted to re-watch this to write a full review but I don't want to endure the pain once again.

                        

Matt Salinger tries to bring an sincere performance but the script was just so empty and uninspired to really make an impact. Stephen Tolkin wrote the script and while it tried, It was just so incoherent and definitely unpolished to pull everything off. The direction by Albert Pyun was no help either as he fumbles each scene and even the potentials of a fight scene. The Red Skull (Scott Paulin) was just so dull and to make things worst, he isn’t red most of the time! The Cap uniform was a little too weird for me, but I guess I can’t complain as it was a low-budget affair. Ronny Cox was well, I cannot describe how he did as the U.S. president.

       

It tries to cover as many bases of the comic character as it could, and every movie has a small redeeming factor. Salinger does try his best to act and look the part, and some of the acrobatic moves were mildly decent. It was released to celebrate Cap's 50th anniversary and also in support of the U.S. Environmental act in 1990. This was indeed one of the dark times of comic adaptations.
