Reacher matches the description of the suspect who shot a man the prior night and is arrested for murder, shortly after arriving in Margrove, Georgia.

As he waits in jail, he speaks to Capt. Finley, the newly appointed chief investigations officer and attempts to convince Finley of his innocence. During the conversation, Finley seems sympathetic and Reacher thinks he may have a friend.
 
A cell phone by the body of the victim belongs to a man named Paul Hubble and when questioned, Hubble confesses to he murder. However, Hubble had been at a social event when the murder was committed and couldn't have killed the victim.

Reacher uses the skills he learned when he was with the Military Police and served as a homicide investigator. He has to figure out what is happening in this small town in Georgia. While doing this, he can trust only two people, Capt. Finley and an attractive officer named Roscoe, with whom he becomes romantically involved.

Reacher discovers that the scheme has something to do with finance and, in particular, with counterfeiting. He and his two associates must find out exactly what the criminals are doing while keeping the investigation apart from the corrupt members of the police department and the mayor's office. To add to the tension, there is a deadline in finding the necessary answers. The Coast Guard will change their manner of patrolling the coast after Sunday and Reacher must get the answers to stop the criminals before then.

The characters are well portrayed. Reacher and the honest members of the police department are dedicated, brave and determined. The antagonists are arrogant, brutal and truly evil.

This is the kind of story that, when finished, the reader can sit back and breathe a sigh, and congratulate the author for writing an exceptional novel.
