"Most Wanted" tells the official story of the search for the most wanted man in America and the years devoted to his capture. Whitey Bulger was a mobster in Boston. Thomas J. Foley of the Massachusetts State Police personally led the search to put him behind bars.
In the early days of the search, we see the conflicts between the State Police and the FBI. The FBI wanted to catch other crimes bosses and leave Bulger alone.
This interference eventually took its toll on Foley who left the Special Services Section (SSS) and returned to patrol duties.
Politics had much to do with the search and Foley needed the help of the DA but Whitey's brother, had influence and could hamper investigations into his brother's activities.
Foley's good work was noted by his superiors and he was asked to return and command the SSS with permission to go after Bulger.
Foley' was the determined hero who finally brought closure to some of the families of Bulger's victims.
