This book gives an inside look at present-day state government in America. It is not a pretty picture.      The author, a resident of Wisconsin, first got involved in state politics while working to get a law passed establishing charter schools in Wisconsin. It was intended to help those students who don't fit in the usual classroom setting. The state teacher's union was not happy. McCormick ran for the state legislature on the Republican ticket, but with a populist philosophy. …
