I may be biased, but I do think that the English Bulldog is mellow enough to suitable for an elderly couple. One of the reasons that I got my bulldog was because they don't need an exorbitant amount of exercise each day (but they can still go on short walks), are friendly, fairly easy going, and great condo/apartment dogs. My only concern would be the health and maintenance that bulldogs require. Their weight needs to be monitored, wrinkles need cleaning and they can overheat easily. However, they are big cuddlers and would fit well with a couple that loves to give them affection and attention (which retired couple may have more time for).  Bulldogs as puppies can be quite a handful, but there are also plenty of bulldog adoption groups where one could find a dog that is at least a year or two old and needs a loving family.

Otherwise I would think looking into a smaller breed, would be a good fit for an older couple to take care of and transport.

Thanks for the answer! I think that a Bulldog would be a good choice, especially since they are affectionate and agree that a retired couple would have more time to spend with the dog and it seems as though there would need a fair amount of maintenance but nothing that would be beyond their capabilities. I also agree with going for a smaller breed. I love big dogs but a big dog would be too difficult to walk for an elderly couple, or so I would imagine =P
