It is hard for me answer this one. I think Bret Fauvre would be a little overrated. He was a little overrated before and after he won the championship. Now, currently, if you ask me which QB is definitely overrated--I would say Tim Tebow.
I'm with Woopak. Brett Favre is definately overated. He only won 1 but the last few years he seems to generate so much interest. Definately not in Joe Montana's or John Elway's class.
Some would feel Eli Manning, but since he wasn't considered elite when he won the SB, he just doesn't qualify in my book and neither does Brad Johnson. I would go with Trent Dilfer, Phil Simms, and yes, Brett Favre despite all his accomplishments. For someone who won only one SB, he recieves a bit too much praise, and when he left Green Bay, it took them no time to become contenders and eventually champions. Which tells me they had some good pieces. But when you look at a truly great QB like Peyton Manning, losing him the Colts were tied for dead last.

I have to agree with the Brett Favre response. I saw him throw away so many games by making poor decisions that led to interceptions. He won one Super Bowl, but let us not forget some of the other great players that were on that team.
