I wish I had a good answer for you! That's exactly what I want to know too! :) I have tiny calves, they're almost non-existent. There is only one pair of boots that I have that fits me decently and they're
Born winter boots lined with real sheepskin. My only problem is that I bought them about a size too small, so I only wear them if I know it won't be for a long time. I got them at Marshalls for $130.

They fit great on the calves! They're something like the ones in the photo, just about 4-6 inches taller. I couldn't find the exact photo because I bought them a couple of seasons ago, but I'm sure they have similar styles now.

Ha, I have the opposite problem! But I can tell you two brands that feel extra tight on me -- Steve Madden and Aldo. With Steve Madden, you just have to go to the store and try it on. Sometimes their boots are too tight on me and other times, just right or too loose.
Another option is lace-up boots, which
Aldo has a nice selection of. You can adjust the tension and tightness of the laces. Oftentimes, their lace-up boots still have zippers on the side so that you don't have to lace and unlace every time you're changing. Be careful of having them too tight, though, because I've bruised my calves and ankle doing that before. Just make it snug enough.
