A few friends of mine blog, but they had middling success, honesty. The only tip they've given me (I don't blog, though I've toyed with some ideas, probably like any of us 'round these parts have) is that they use social media (Facebook, mostly, though a few still tinker with MySpace-style boards and other bulletin boards) to maximize their return. They'll post links to boards and whatnot to help draw traffic, but, as I said, they haven't exactly had overwhelming results. I think venturing into some citizen journalism helps, too, because that can give you an audience (if you can build one up) first so, that way, when you launch a blog you have a built-in audience.
