It is the time after the fall of the Berlin Wall and many people in Berlin have resorted to selling military weapons.
Chris Ramsdorf, a former East German soldier, takes his freedom and goes to England. He's hired by M15 because of his knowledge of the weapons of the Eastern Bloc.
After he loses his job, he goes back to Berlin to do arms trading, himself. He's hired by a number of Russians to dismantle a warhead and remove plutonium.
Feeling that this weapon might be used on innocent people, Chris tells his former employers at M15. He's told to go along with the Russians. He believes that there is a plan in place to stop the deal but something goes wrong and he ends up in a jail in India.
In jail, we see his philosophy develop from a self centered person to one who cares about other people with compassion and understanding.
There is good character development of Chris but the story does meander as the author gives his philosophy of life and not giving in to aggression.
