I saw this movie a long time ago and still remember it well. A group of judges, dissatisfied with the system that can let a dangerous criminal walk due to a technicality, decide to retry the same criminals in a closed room, free of the rules of normal courtroom procedure. When they come up with a "guilty" verdict, the group sends a hitman to eliminate the criminal that got off.
Eventually, they try to enlist Michael Douglas into their group. The movie does bear a lot of resemblance to the Dirty Harry movie "The Enforcer," but it is still great in its own right.
