When the first bombing of the World Trade Center took place, many weaknesses in the disaster response process in New York City were revealed. While others learned from this, Giuliani did not. Despite the strong objections from his experts in disaster management, Giuliani insisted that the command center be placed in the most likely target, the World Trade Center. This was done for his political convenience. Furthermore, his personally highly prized police chief is now on the public dole as a convicted criminal.
