Brunettes and red heads were actually more popular from the 1800s up until about the 1930s. Not sure why that changed.

Yeah, the bleach is what made it possible for there to be more blondes, but on a sociological level what was it that drove people to believe that blondes were the ideal?

An interesting question. Probably the fact that there weren't very many of them naturally.
