Ultimate Ninja 3 kept Ultimate Ninja 2's game engine and did some several tweaks to make it more enjoyable than before. Battles are now lightning fast and the developers did a really memorable job on character customisation. Now, not only the player could unlock jutsus, but they can also unlock Ougis and dual Ougis, which are impressive eye candy themselves.
Gone are the 3 level Ougi system, but this system redefined 'character customisation' since the players are the one who chooses the ougis and jutsus to fit their playstyle more. Also gone are the forced button mash Ougi sequences, which now can be chosen by the player whether they want to mash their Ougi, rotate the analog stick or input sequences like a true ninja.
Chakra is a very important factor in determining one's survival in the game. Compared to the previous 2 games, chakra management is more important in this entry, due to jutsus and kawarimi requiring more chakra to activate. Thus, the player who loses chakra first will just be a punching bag due to inability to escape a combo. Another inclusion to this version of Ultimate Ninja is the jutsu clash system, but the probability of 2 jutsus hitting is very rare, so it is one of the eye candies for the fans.
Overall, it is one of the best entries in the PS2 era of Ultimate Ninja games as CC2 listened to all the fans complaints and addressed them accordingly without overengineering the basics. Truely a masterpiece.
