I also mentioned that this takes place leading to Civil War, so yeah, it takes place long before Shadowland and it does involve the council. The point is, the Hand's powers have been quite inconsistent over the years as well and this adds to the gaping plot hole that I honestly believe people are ignoring because Millar's name is attached to it.
That's one of the things about Marvel to really get on my nerves, and that's leaving things unresolved. After all these years, there's still no explanation on why Bullseye has adamantium bones.
And Wolverine... One story arc he's more skilled than Cap, in another he's about as skilled as Leap Frog. It's pretty aggravating to see a character handled in this way and his powers and skills being altered only to carry a narrative. And speaking of Iron Fist, it's been a very long time since I read The Immortal Iron Fist.
